Expanding Voter Registration of Low-Income Citizens Under the National Voter Registration Act

Work by Demos and its partners suggests that millions of low-income Americans can be brought into the political process through proper implementation of an often-neglected provision of the National Voter Registration Act of 1993 (NVRA) that requires states to provide voter registration services to applicants and recipients of public assistance benefits. And the time is ripe to ensure that voter registration is provided at public assistance offices: Many public assistance programs are experiencing significant growth, with participation in the Supplemental Nutrition Assistance Program ("SNAP", formerly Food Stamps), one of the largest programs, now at an all-time high, having increased dramatically over the past year.

As the full effect of the economic downturn is felt throughout the country and increasing numbers of individuals turn to public assistance, the NVRA has never been more important for ensuring that low-income citizens have a voice in the democratic process.

imports from developing countries as one way to help offset the extraordinary costs these
countries face in confronting climate change. If U.S. tariff policy continues on the current
trajectory, the U.S. is likely to collect about $90 billion in import duties on products from
developing countries, excluding China, by 2020.1 The combined total collected by the European
Union, Japan, and other wealthy countries may exceed that amount. These projected duties
constitute a vast pool of funds that can and should be tapped to help mobilize a decisive global
response to climate change.

Today's young adults are coming of age in a tough economy, on the heels of 30 years of declining economic opportunity and security for all but the most affluent and most highly educated. These changes are quite evident in Ohio, where the once-mighty manufacturing sector that provided better-than-average jobs in the 1960s and 1970s has eroded, hitting young adults particularly hard. Although many of the levers of opportunity that once fueled and defined America's middle class have weakened or broken, a reorientation could restore opportunity and provide today's young adults with a more secure economic future.

This report provides a comprehensive portrait of today's young adults in Ohio and, where possible, compares their economic status to that of the previous generation. The term "young adults" in the report generally refers to 18- to 34-year-olds. The report is organized into four key areas: post- secondary education, employment and earnings, debt and assets and raising a family. It concludes with a set of policy recommendations that would help rebuild and restore the middle class.

In response to calls for voter registration modernization, proposals have been advanced to use client and applicant lists from government agencies to automatically register eligible citizens to vote. A central goal of any automatic voter registration proposal should be a representative electorate in which all eligible citizens, including those from historically underrepresented communities, are effectively registered and able to cast a ballot on Election Day. State databases of individuals receiving public assistance benefits--including SNAP (formerly Food Stamps), Temporary Assistance for Needy Families (TANF), and Medicaid--can be an important source for registering low-income citizens--one of the most under-registered segments of the population.

To better understand the nature of public assistance agencies' computerized eligibility databases and their ability to facilitate automatic voter registration, Demos conducted telephone interviews with public assistance agencies in 41 out of 51 states (including the District of Columbia).

The United States has long granted trade preferences to developing countries that meet various criteria. These criteria, which are stipulated by the Generalized System of Preferences (GSP), have changed with time--reflecting U.S. economic and foreign policy priorities.

While the criteria include non-support for terrorism, enforcement of intellectual property rights, and respect for internationally recognized worker rights, the GSP does not include an environmental provision.

With the current U.S. GSP program set to expire at the end of December, the following proposal lays out a policy framework for the ratification and implementation of environmental standards into U.S. trade agreements.

In a recent report from the Heritage Center for Data Analysis (2008) titled Welfare Reform a Factor in Lower Voter Registration at Public Assistance Offices, authors Muhlhausen and Tyrrell argue that the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA)--passed in 1996 as part of Clinton's Welfare overhaul-- is an important cause of the decline in the number of individuals who have registered to vote in public assistance agencies.

In this report, R. Michael Alvarez of California's Institute of Technology and Jonathan Nagler of NYU examine the statistical claims put forth by Muhlhausen and Tyrrell. Their research, Alvaraze and Nagler conclude, suffers from methodological flaws in that they make a key error of inference in overstating the certainty of their results. By artificially manipulating the number of observations included in their analysis, Muhlhausen and Tyrrell greatly overstate the precision of their estimates, thus allowing them to claim that their results reach traditional levels of statistical reliability when, in fact, they largely do not.

Since the end of World War II, American leaders have promoted globalization as a force that would automatically raise U.S. and global living standards while also spreading democracy and establishing international peace. Indeed, globalization was seen as largely synonymous with Americanization and became a major element of America's geo-political strategy.

At the present moment, however, just the opposite of all this appears to be the actual case. While globalization has helped tens of millions of people climb out of poverty in countries like India and China, other countries like Mexico have experienced decelerating growth under conditions of greater globalization, and most countries--including the United States--have experienced a growing divide between the few rich who have made great gains in recent years and the vast majority whose incomes have stagnated or fallen.

As this report argues, there are only two ways to temper global capitalism. Either nation states reassert more sovereignty to prevent abuses. Or the regulatory enterprise becomes global. Reform will entail some of each approach.

While the economic recession continues to threaten the financial security of low- and middle-income households, its effects have been heightened by the reality that, even before the downturn, millions of households were experiencing difficulties meeting the most basic expenses. Now, as families experience declining home values and tightened credit markets, many are falling behind on their mortgage and credit card payments.

The following report shows how skyrocketing costs, dwindling savings, stagnant wages and medical debt have forced low and middle-income families to turn to plastic as the de-facto safety net.

The report is based on a survey conducted between April and August 2008-consisted of 1,205 phone interviews with low- and middle-income households whose incomes fell between 50 percent and 120 percent of local median income; such households comprise roughly half of all households in the country.

As industry after industry was deregulated in the late 1970s and 1980s, the promise was of more competition, more innovation and more consumer choice. But as the Demos series of reports on deregulation documents, often the most significant impact is on the quality and reliability of work. Often the cost savings are mainly in the form of reduced wages and employee benefits. And the innovations sometimes actually result in a less attractive or reliable product from the perspective of the consumer. The impact on the industry as a whole is characteristically greater instability. This is the case in industries as diverse as electricity, airlines, finance, and trucking.

Port trucking, the segment of the freight movement industry that carries 80 percent of shipping containers between ports and warehouses or distribution centers, is an essential cog in the global trade system, and as this report from David Bensman shows, suffers from excessive, destructive competition.

It shows how women workers are concentrated in industries which have been drastically affected by the surge in cheap imports over the past decade. The report also shows that current policy responses to dislocations faced by women workers are woefully insufficient, with many laid off women workers receiving little help in securing comparably paying jobs or handling family obligations as they participate in retraining and conduct employment searches.

The United States should continue to engage in an open global economy in the years ahead. Over the past eight years, even as the U.S. signed a number of new bilateral trade pacts, the U.S. government actually decreased its capacity for promoting strong labor standards and enforcing the labor provisions of trade agreements. The Bush Administration sought to slash funding for the Bureau of International Labor Affairs (ILAB) at the U.S. Department of Labor and, though it wasn't entirely successful in this effort, it still managed to significantly downsize the agency.

The new administration and Congress should move quickly to revitalize ILAB as part of a major new effort to promote higher labor standards around the world and enforce worker rights provisions in existing trade agreements.

This brief provides background on labor standards and recent U.S. trade agreements, examines the new opportunities that exist to raise labor standards, looks at the historic role of ILAB, and offers recommendations for ensuring that the U.S. has the capacity to be a global leader in guaranteeing worker rights.

Today headlines are filled with stories of middle-class families struggling to survive the current downturn. But the problems of middle-class families did not start with the recession.

Between 2000 and 2006, the number of middle-class families that lacked economic security grew from 19 to 23 million. Decline in assets, the rising cost of housing, and more families lacking health insurance depleted middle-class economic resources, leaving millions of families poorly positioned to weather the current recession.

When Congress passed the National Voter Registration Act (NVRA) in 1993, its goals were to "increase the number of eligible citizens who register to vote in elections for Federal office" and "protect the integrity of the electoral process." Yet, while most states created effective programs for mail-in and Department of Motor Vehicles-based registration processes, many neglected the NVRA's social service agency requirements (detailed in Section 7).

This report focuses attention on the state of Oregon, an early leader with respect to public assistance agency-based voter registration but whose policies and level of compliance have varied over the years.

The following report analyzes the likely impact on voter turnout should West Virginia adopt Election Day Registration (EDR). Under the system proposed in West Virginia, eligible voters who miss the 21-day deadline for registering by mail may be able to register to vote on Election Day. The availability of Election Day Registration procedures should give voters who have not previously registered the opportunity to vote. Consistent with existing research on the impact of EDR in the other states that use this process, the authors find that EDR would likely lead to substantial increases in voter turnout.

As in many states, voter registration among Virginia's low-income citizens lags far behind that of other citizens. One key to overcoming this disparity is state compliance with the National Voter Registration Act (NVRA), which Congress enacted 15 years ago to ensure more widespread access to registration. Research and investigations conducted by Demos and its partners have shown that many states, including Virginia, have been failing to follow the NVRA's requirement to provide voter registration services through state agencies, particularly public assistance offices. This report outlines how, once informed of its inadequate performance, the state of Virginia immediately implemented a plan to bring its Department of Social Services offices into compliance with the law.
